The Varese paper is used above all to close the behind of the frame and to protect it from the dust.
If you want the paper to be well stretched then you need to dampen it slightly with a sponge and wait 2-3 minutes so that it has time to stretch. Then it's applied to the frame with some glue. When the paper will have dried it will be well stretched.
A quicker, but less effective way is to dampen the paper after it has already been applied to the frame.
